Newton’s Inspectional Services Department requires permits for HVAC work, including heat pumps, in line with the state building code. Electricians must obtain wiring permits. Newton enforces the stretch energy code for new homes and major renovations.
Outdoor units must meet setback requirements and be at least 4 feet from any lot line. Newton’s noise ordinance (Chapter 20-13) sets dB limits at property lines. HVAC equipment specifically cannot exceed the background noise level by more than 5 dBA. In local historic districts, the commission requires discrete placement or screening. Historic properties must submit an application for exterior, and occasionally interior, modifications.
Mass Save rebates up to $10k. 0% HEAT Loan. Federal 30% credit up to $2,000.
